KINGSTON, Jamaica &mdash; Minister of National Security, Robert Montague today indicated that all members of the Jamaica Constabulary Force (JCF) who reach the commissioned ranks (assistant commissioner, deputy commissioner, commissioner of police) will have to sign contracts with clearly stated performance indicators.
