KINGSTON, Jamaica &mdash; Former prime minister PJ Patterson says Haiti and indeed the wider Caribbean Community (CARICOM) owes Rene Preval &ldquo;a tremendous debt&rdquo; for the way he guided the French-speaking country during his terms of office as president.
