GEORGETOWN, Guyana (CMC) &mdash; The former Commonwealth secretary general, Sir Shridath Ramphal is urging the Guyana government to ensure that it secures all rights to its recently discovered oil sector before the decades-old standoff with Venezuela enters a new phase.
