On July 3, 2013, exactly 40 years since the signing of the Treaty of Chaguaramas bringing into being the Caribbean Community (Caricom), Secretary General Ambassador Irwin LaRocque delivered a stirring speech to the opening ceremony of the 34th meeting of the Heads of Government in the Trinidad capital, Port of Spain.
