THE reported seizure of dozens of handcarts by the police in downtown Kingston has been met with criticisms by Jamaica Observer online readers. An Observer article yesterday said vendors and owners have been left fuming after more than 100 handcarts were confiscated over the past six weeks despite the absence of a proposed policy to regulate the use of the carts in the busy business district. The Kingston and St Andrew Corporation (KSAC) earlier this year said that it was in the process of setting rules for the operation of handcarts in downtown Kingston.
