THE late Keith Stafford Francis, a justice of the peace, agriculturist, and active community leader who had the singular distinction as the chairman of Jamaica National Building Society (JNBS) to lead the organisation into the 21st century — having served in that capacity from 1997 to 2002 — has been hailed as a "stalwart Jamaican citizen".
