KINGSTON, Jamaica -- Minister of Local Government and Community Development, Noel Arscott, says that former People’s National Party Youth Organization (PNPYO) president, Junior Rose, is being paid just over $4 million per annum as a temporary employee in the Ministry’s Strategic Policy, Planning and Reform department.
