there are so many aspects to this...
if ur friedn gives u a lift from country to town and u give him a petrol money is that illegal ?
if there is no approved transport is it illegal to use a Robot ? and that covers most of Jamaica ?
if u are in a robot and havent paid anything is that illegal ?
when is a Rowbut ah Rowbut ? If u ask a man a money to take u somewhere then is that subjeect to fine ?
if three people carpool and the non owners pay the owner for the previlidge is that subject to fine ?

Lots of threats to arrest. They better build a dozen more jails.
The JUTC is adding costs to Private Operators, while forcing them to accept rates that set by the JUTC.
Somewhere there is a court challenge is this. How can the State (which operate with huge public subsidies), set the rates for each private operator when in a Free Market?
The State should get out of the Bus Service and let the Private Operators operate. The Sate would then be free to regulate to administer and regulate the Transportation Service for the benefit of the traveling public.

Force out the indpendents or marginalise them into the non core routes then privitise the principal company?
