National housing trust contributions is a tax that was ring fenced for housing improvement.... what i dont understand is how it has such an excess....Why does it not lower its threshold to qualify for a housing loan ?????.. using the NHT for social programs is wasting it... using it to build housing would improve the country's economy....
Despite the popularist appeal of helping those killed or injured this is wrong..... These issues come under another mandate not the NHT.

KINGSTON, Jamaica:
Prime Minister Portia Simpson Million says $203 million is to be taken from the surplus of the National Housing Trust (NHT) to finance social welfare programmes.
In her contribution to the Budget Debate Simpson Miller, who has ministerial responsibility for the NHT, said a portion of the money will be used to provide shelter for street people.
She further said money will also be used to provide help to the families of government security workers, who have lost their lives or suffered major injuries in the line of duty.
The Prime Minister said funds will be used to improve infirmaries and facilities used to house the indigent.
Meanwhile, responding to critics, Simpson Miller insisted that the NHT has not forgotten its mandate noting that the Trust continues to provide affordable housing with emphasis on middle and lower income contributors.
She further said the Trust remains in good financial health pointing out that the NHT has an asset base of $205 billion.
