i think its a easily measurable number..they know how much they generate and how much they bill for

How about the paying customers who paying for the crooks? Even though the actual number might be easily accounted for, it most likely doesn't include the crooks who have tapped into the customer side of the demarc. That means the particular customer paying for both, so it would go unaccounted until an audit/inspection.

there was an issue with the different type of wires and resistance..inefficent transformers, ... i am being pedantic though...!
