this is what happens when corruption & mismanagement goes awry...the situation is sad...instead of securing all the abandoned structures that are running out water--- they choose to turn off the water of the (mostly poor) people who need it

I certainly don't want to see anyone die from lack of water, but at the same time I'm a realist and I know water only pops up in the thin air when it rains...every other source of water has to be provided. Again, not trying to beat a dead horse here, but providing a man made source of H2O...cost money. Who pays?

i think a reasonable response tot his issue is the try to come to some accommodation with t he customers who are in arrears on their accounts. review each situation ...set up payment plans. maybe wave any penalties that have been added to their bills. maybe they arrears can be suspended and they pay going forward ...arrears still held in accounts payable but not growing interest and penalties.

Look to provide water for almost half the entire human population is estimated to cost annually less that $175 billions. While the war in Iraq has cost between $2-$6 trillion thus far.....That's Approximately 1000 times greater. - being very conservative.
Once the initial cost for the infrastructure is in place, the cost for maintenance drops off to approximately 10 billion annually.....some of the aqueduct the Romans built is still being used today 2000 yrs later.
Lets be real was Iraq a threat to America or was the supply of oil to the US in any sort of real long term jeopardy?

It is a pilot study to see how the population of the USA will react to potential privatization of the water supply of a major city.....so the started with marginalized and benignly neglected communities - People who they believe no one in the power structure cares about or worst the elite think deserves to suffer because of either race or character flaws.

You need to keep up with the content of the debate. I stated on July 2nd (see below) that the money spent on the wars should go toward rebuilding America's cities. So, in that aspect, we agree...including your point on Iraq.

But, let's face facts once again. Money from Iraq and Afghanistan has already been wasted, and thinking that future money from those wars is suddenly going to be redirected to America's declining infrastructure, is 'pie in the sky' mentality...I'd like to see that happen also, BUT! IT'S NOT GOING TO HAPPEN. It's fantasy. I'm a realist because I know that fantasy does not pay the bills or rebuild Detroit's water system. So, if you are a realist, come up with some real answers or ideas that are at least a remote possibility of being....REAL!

Ok, great, now, what's their plan of attack? They talk of water shortages, falling water tables worldwide and increasing depletion of sustainably managed water etc....But no reasonable answer. The UN is a joke...it should be disolved, it serves no useful purpose. It's a corrupt organization and has failed to do what was intended. Maybe the UN General Assembly will pull some money out of their pockets and pay for clean water for the world? Talk is cheap. Supplying water is not....ONCE MORE! WHO PAYS? The UN should come up with a reasonable plan to fix the problem and make payment instead of telling the rest of us what is obvious.

Rich, I think I know where you are going with this....In the US there is a road tax added on each gallon of fuel that you purchase (gas/diesel). Part federal fuel road tax and part state fuel road tax. The tax is a user fee that is supposed to maintain road infrastructure. So, yes, of course government should be taking user fee that we all contribute and maintain roads....It is a pay for use. Bridges have tolls, some turn pikes in certain states are toll roads. (FL turnpike come to mind) There are quick lanes being added to some highways in states that are pay only.
