In Africa polio does not kill anybody and they say it's very rare to catch. It's really very rare to get paralytic polio. They say it's in very rare circumstances, so what is it that is killing people in Africa ? Malaria. Every five seconds a child is dying of malaria in Africa. Now to get the dose of life-saving anti-malaria is about $5 but there is no government to give anti-malaria. When somebody gets malaria, if they have no money they even die. So the question I was asking and many people were asking was 'If you really want to help children, why begin with a disease that they don't have ? (applause) Why not look for something that is killing them and save them from what is killing them ?' And then (inaudible) ............. 'you know what, I like you very much. I save your children from this killer disease. Now there are no other diseases apart from this rare polio, so let's go and fight that as well.' But you don't begin with the rarest disease and spend all the government's meagre resources fighting polio, which is not a threat to most people, and then ignore something that is killing them in large numbers like malaria, like AIDS, like cholera, issues to do with sanitation, stunted growth - all the main things that matter to people the government was not fighting

Foreign aid, Ron Paul likes to point out, consists of stealing money from poor people in the United States and lavishing it on politically-connected wealthy elites abroad. It is one of the Empire's most important instruments of international social engineering. This was explained to me by former World Bank chief Barber Conable during the 1995 International Development Conference in Washington, D.C. — an event that gathered thousands of lobbyists on behalf of the parasitic interests that benefit from foreign aid.
Following Conable's speech, I handed him my business card and asked him a question: Since the Constitution doesn't authorize the federal government to take tax dollars from American citizens and disburse them as foreign aid, how can the practice be justified?
Conable dismissed the constitutional argument as "specious." Foreign aid is justified, he explained, because it "has to do with our position in the world. There are all kinds of ways of dealing with the problems of our relationships with the rest of the world. One is to do it the most extreme way, using national defense as your ultimate weapon. Of course, the other way is to find ways of anticipating that, and avoiding the necessity of it” through the use of foreign aid.
"So what you're telling me is that we have the choice of either bribing them, or bombing them," I said in search of clarification. Conable treated me to a disdainful smirk and directed his attention elsewhere.
The "Bribe u2018em or bomb u2018em" formula is set out with more detail in John Perkins's controversial book Confessions of an Economic Hit Man, in which the author recounted the role played by the World Bank in what he described as a global loan-sharking scheme.

The US government continues to subsidise its cotton farmers – $24bn (£15bn) over the past 10 years – despite the World Trade Organisation ruling some of these subsidies illegal. And when the WTO backed Brazil's case that the subsidies were damaging, the US government simply offered to pay subsidies to Brazilian farmers too.
I can't be alone in spotting the irony of the world's greatest free-trader continuing to violate the system so blatantly.
America's payments to its farmers are designed to shield them from the volatility of cotton prices. But they also enable the US to export cheaply, depressing the price for other cotton producers in some of the poorest regions of the world and leaving them unable to compete with their richer American counterparts.
The voices of African farmers and others in developing countries are being ignored. In 2008, a group of African leaders tabled specific proposals to which the US has so far failed to respond.

If President Barack Obama was looking for help with how best to make Africa a partner, he got a hint Wednesday when Switzerland agreed to give the Internal Revenue Service access to Swiss bank accounts of Americans.

The deal between the United States and Switzerland was a settlement of a lawsuit seeking access to UBS bank accounts of Americans suspected of taking advantage of the European country’s strict privacy laws to evade U.S. taxes.

The justice America received in this case is what Africans have been seeking from the West for decades.

African journalists, human rights activists and advocates of democracy and good governance have always known that without the banking secrecy laws of countries like Switzerland, the level of corruption in Africa would plummet significantly.

A March 2009 editorial in the African Executive magazine, for instance, declared: “Western governments, [which] are quick to preach good governance to Africa ought to preach the same message to their banks, [which] act as safe havens for corrupt leaders. Bank secrecy laws in Switzerland, Jersey Island, Britain, Liechtenstein, Luxemburg and Austria have encouraged Africa’s vampire states to bank away monies meant for their countries' development.”

Lord Aikins Adusei, a Ghanaian anticorruption activist, had even harsher words for Swiss banks, labeling them “parasites feeding on the economies of poor Third World countries.”

Activists like Adusei often get accused of blaming the West for Africa's problems, but thanks to Switzerland’s banking secrecy laws and the U.S. recession, America seems to have finally realized that a policy of a faraway country can have an adverse effect on the local economy. IRS Commissioner Douglas Shulman told reporters Wednesday that money U.S. citizens are suspected to have stashed away in the Swiss banks was at one time as much as $18 billion. As astounding as that figure sounds, it is unlikely that a single American hoarded as much as one corrupt African leader.

A 2007 World Bank-United Nations report estimated that Gen. Sani Abacha, the late Nigerian dictator, for example, embezzled between $2 billion and $5 billion. Gen. Abacha ruled what has been called one of the world’s most corrupt countries for only five years – from 1993 to 1998. And in Zaire (now Democratic Republic of Congo) dictator Mobutu Sese Seko is said to have stolen approximately $5 billion

Aid donors and international institutions including the World Bank and World Economic Forum (WEF) have been accused of promoting an environment that fuels land grabs through policies and initiatives that pave the way for large-scale private investment.
In a report published on Tuesday, the NGO ActionAid says public money and policy incentives such as tax breaks and cut-price loans are facilitating land deals that threaten the lives and livelihoods of small-scale farmers in poor countries.
ActionAid warns that the consequences of such deals, which are too often happening behind closed doors and with little or no consultation with local communities, include "forced evictions, human rights violations, lost livelihoods, divided communities … rising food insecurity and, ultimately, increased poverty".
A spokesman for the World Bank said it was also concerned about the risks of large-scale land deals and stressed that it did not support investments that took advantage of weak institutions in developing countries.
ActionAid's report says weak governance and regulation of land use and agricultural investments have left millions of smallholder farmers and indigenous people in vulnerable situations "lack[ing] recognition over their land rights, even if they have resided in or used the area for generations".
ActionAid's campaign manager, Antoine Bouhey, said a "nexus of different policies" at the global level, which encourage private investment as a route to development, were also to blame.
"Governments are turning to private capital to fill the massive shortfall in public spending but too often this blind rush for investment is leading to land grabs which are leaving communities landless, homeless and hungry. Growth cannot be achieved at the expense of the poorest and most vulnerable," he said.

WASHINGTON –- Oil companies BP and Cobalt International Energy agreed in December 2011 to provide $350 million to construct a research institute in Angola, as a condition of gaining drilling rights for an offshore block of the African country's coast. So far, the companies have paid half that amount -- but there's no evidence the project actually exists.
The United Kingdom-based nonprofit Global Witness flagged the project in a report released Tuesday, as leaders of African nations are in Washington for a summit with U.S. officials. The payments, the group says, show the need for greater transparency in oil and gas industry transactions abroad, particularly in regions with a history of corruption.

Houston-based Cobalt, BP Exploration Angola and state-owned Sonangol announced the contract signing for the offshore area in December 2011, noting that it was "the most sought after block" in the round of bidding for offshore contracts. Cobalt listed the funding for the Sonangol Research and Technology Center, or SRTC, and other "social projects" in a December 2011 production-sharing contract filed with the U.S. Securities and Exchange Commission.

As BP explained in a letter to Global Witness dated April 28, 2014, Angola, like other countries, requires companies that are granted exploration rights to implement or fund social and educational projects. BP said that the SRTC project is an example of the company providing funding for a project. The company stated in the letter that "Sonangol has informed BP that the SRTC is still in planning stage." (The company also explained that it has acquired a share of the project originally held by China Sonangol, a joint venture of Sonangol and Hong Kong-based New Bright International Development, since the contract was first signed.)

In a letter to Global Witness dated May 14, 2014, Cobalt says $175 million had already been paid to Sonangol for the project, with additional payments of $75 million to be made on Jan. 1, 2015, and $100 million on Jan. 1, 2016.
But Global Witness said it has been unable to find any evidence that the project actually exists. The group said neither BP nor Cobalt has been able to demonstrate that the project is in development. "We've asked well-placed insiders in industry," Dominic Eagleton, a senior campaigner at Global Witness, told The Huffington Post. "None were able to confirm it exists."

This move was historic, and catalyzed global action; similar laws have now been enacted in the European Union and Norway, and Canada is on track to introduce similar legislation next year. But progress has now stalled in the U.S. because a small number of powerful oil companies are lobbying to drastically weaken the rule that will implement the Dodd-Frank law. If it is serious about stemming the corruption that is holding African countries back, the U.S. must resist this pressure and implement a fit-for-purpose rule as soon as possible that is consistent with that of the EU (which was itself inspired by U.S. leadership).
There are other ways to bring business into the open, too. Many African countries are signed up to the Extractive Industries Transparency Initiative (EITI) standard. Under the EITI’s new rules, countries are encouraged to publish natural resource contracts and the real owners of companies who win natural resource contracts. All EITI countries should follow those African countries that are doing this. And they should allow civil society the space and safety to make sure citizens can scrutinize and critique resource deals without fear of reprisal.
Across the world, momentum is building to lift the veil of secrecy over money that could transform education, healthcare, judicial and other critical systems in developing countries. The U.S. has played a key role in making some of this happen – but its companies have also provided some of the best-funded and most well-connected resistance. What exactly have they got to hide? If the U.S.-Africa Leaders Summit is to be more than a talking shop and a photo-op, President Obama must ensure that these issues get the airtime they need, and put the US back at the heart of the push for open and fair business
