General Powell made no references to a Terrorist Attack. He was merely presenting a hypothesis just as Joe Biden said that some World Leader is going to test the President of the USA in the first six months, The CIA and Hillary Clinton <span style="font-style: italic">(The Red Phone Ad)</span> did.

It might be helpful if you read the transcript or just learn to read period.
The gist of his convo was that the President will be tested, the President is always tested, and the president is always presented with sudden potentially catastrophic situations.
