Prejudiced in a greater sense means making up your mind about something or someone based on limited information.

In a way we are prejudiced in a way we deal with the world every day.

In terms of dealing with people (strangers) we are prejudiced as well. You assume a certain outcome based on your gut feeling.

Gut feelings - by the way - is prejudice.

But the term as you are using it means that you are prejudiced against a certain people against your own best judgement.

So no, you can't be racist without being prejuidced first.
