Under-reporting of crime distorting stats – Green
Wednesday, 21 January 2009
Head of the Major Investigations Taskforce (MIT) Assistant Commissioner (ACP) Les Green says the Jamaica Constabulary Force (JCF) is moving to rid the organization of dishonest practices that result in the under-reporting of criminal offences.
According to ACP Green, under-reporting of certain felonies has serious implications for the overall reporting of criminal statistics due to the perceived distortions in crime figures.
This is why he says, the Police High Command has been instituting oversight procedures to ensure that crimes reported to the Force are properly tabulated.
The senior crime investigator however pointed out that the figures for murders and shootings have not been distorted.
"<span style="font-weight: bold">Murder figures are pretty accurate but I know that here is a lot of under reporting of other crimes</span> ... it's wide spread and a big concern and that's why the Commission brought in crime receipts so that anyone who reports a crime now gets a receipt so we can have a better record," he said.
ACP Green contends that deficiencies in the internal systems of the JCF make the problem more widespread.
"We just haven't had that rigorous reporting process and also, we don't have a computerized system for recording a crime ... the details are entered into the station diary and it's the duty of station and the officer in charge of that division to make sure that it's transferred to a crime book."
