It's truly a tragedy the way Justin died, and what his family had to go through. The question is whether the accident that killed him is part of a regular pattern along that stretch, or just, as happens in life, an extraordinary, out of the norm occurence. if it's the latter, it may be that the petition may not yield much result.
note that the government has long had public education campaigns against reckless driving, and billboards have long been used to get the message out.

I'm not asking for the tax rate in Ja, I'm asking if Jamaicans pay taxes (like we do here in the U.S.) which goes towards funding for schools, hospitals, healthcare, social programs, etc.
I was under the impression they don't, but if they do, I'd like to know where I can find more information on what their tax dollars are being spent on.
FYI: Over 300 Jamaicans are killed yearly as a result of traffic accidents, mostly males between the ages of 16 & 30, with the parishes of Hanover & Westmoreland having the highest amount of fatalities - ranked as #1 & #2 respectively.

are you serious ? where did you get that impression from ? Where did you think the gov gets money from? who di you think built the roads? (the might not be the greatest but somebody paid for them)
as far as what the money is spent on the gov annual budget is available on the ministry of finance web site (yes they do have a website)

RichD - yes, I am serious. All of this is new to me and I'm pretty much learning as I go. I've been to Jamaica once and while I was there, I was not concerning myself with who built what and where the money came from, so pardon me for not being cognizant of the tax structure of Jamaica. I may have drawn this erroneous conclusion based on the fact that seemingly, nothing in JA operates the same as it does in the U.S., coupled with the fact that I've traveled to other Caribbean islands where they don't pay income taxes to the gov't. Thanks for leading me in the right direction.

2. The expatriate community in Negril is calling for action in the wake of the recent road death of a 26-year-old visitor from New Jersey. They are putting together a petition to demand the erection of speed bumps to transform Norman Manley Boulevard from a death trap into a thoroughfare that is safe for visitors and residents. There are indications that a motorist had stopped to allow the man to cross the road and even had his hazard lights on, but the impatient driver went around him and slammed into the visitor. It did not help that the police arrived nearly two hours after the accident or that scores of people were gawking at the victim's body.
