The US State Department has ranked corruption second only to crime and violence as the area of greatest concern for Jamaicans.
In its 2009 International Narcotics Control Strategy Report the State Department noted that pervasive public corruption continues to undermine efforts against drug-related and other crimes.
It noted that corruption plays a major role in the safe passage of drugs and drug proceeds through Jamaica and is a major barrier to improving counter-narcotics efforts.
The State Department also noted that a bill creating an Anti-Corruption Special Prosecutor remains stuck in Parliament despite the Government's legislative majority.
In addition the department said there has been no legislative action to create a National Anti-corruption Agency, which could satisfy the Inter-American Convention against Corruption's requirements.
In its report the State Department also made several suggestions to reduce corruption, including improving port, border, and passport security, to allow for real-time data collection and profiling of offenders and vessels.
This, it says, will allow the Government and law enforcement to better track, and intercept narcotics and weapons being smuggled into and through Jamaica.
In addition the State Department said the Government should also foster greater sub-regional cooperation with Hispaniola and the Bahamas in an effort to collect better intelligence on the gangs that move contraband between their borders.
