Emergency preparedness (the department) has been around for approx 25 years. If you think about it - the concept of emergency planning - most people in their daily lives do not have emergency supplies etc in place in their homes/offices.
Example - a few years ago when many parts of Ontario and Quebec suffered the effects of 'the ice storm' and many regions were left without electricity for days and weeks, basic supplies like water, certain food supplies, flashlights, batteries etc were not readily at hand when the power went out.
No one expects an emergency to happen, but it is wise to have at least the basic supplies available if it does. I'm ssure people living in earthquake regions have similar planning.
