they can be...you should know that the dravidians were therein india before the aryans...it follows the usual script- the light-skinned aryans discriminated against the dark-skinned dravidians...the caste system probably came from them;
race is a subjective concept but the aryan closer racially to the persian while the dravidian closer racially to the southern peoples who are darker &amp; curlier hair...some think related to east africa

but because discrimination is taking place does not make them a different race. And race is not defined by skin color but the form of the hair by cross-section is pretty strict.
