Yeah, I thought it just means like a style. Not arrogance or confidence, just stylish and self-assured as well maybe.
I've heard people use the term 'reggae swagger', 'jamaican swagger' etc.
I don't like them using it for Obama though, some of the articles on him are a bit too unprofessional(probably not the right word) should I say. especially the ones discussing what he likes to eat, his favorite shoes and other silly details which are a bit too much!

hmmmm all those definitions versus what Serenity thinks....hmmmm who could possibly be right here
