At least they woudl have a motivationto learn the rules of the road as they do on jurisdiction wher they are allowed. As it stands they can only fet it by bribes.
Since they have to pay, they don't gave to learn the rules.
So we still have them driving, but without the relevant knowledge og the meaning ot road signs,right of way, etc.

now if the case it hat the only reason that they need to buy the license is because of the reading issue then this shoudl nto contribute to unsafe roads because ther persons would otherwise be competent drivers

I am notpropposing that non-readers are the sole source of fraudulent lisences. I am suggesting that they are a captive market for DL fraud. they function in the system in a similar way as the crimialization of alcohol,did in the US. It does not prevent alcohol from being sold. It only makes it profitable for thise willing to break th elaw to do so. Rventually even th epoliticuans founf it atractive to illegally suport it.

The nonreaders are in most cases have the technical abillity to drive as well as any..
Remember that nonreaders are not the same as nonlearners. they are most of them as capable to learn s many readers. they just for varied reasons, not able to read.
They on the other hand do not have the relevant training in the rules that governs the art of <span style="font-weight: bold">safely </span>driving on the public roads.
this is not limited to nonreaders,but includes all who buy their lisences. they have to drive that vehicle, because the supervisors are wary.so they have to be able to drive.

the only one is strick enforcement of the traffic claws...the problem in jamaica is that whenever you tighten up enforcement corruption flourishes since it is seen a a big chance to make a pop off.

you are not treating th eprpblem as ifg it was your responsibillity to solve it. Is that what you would give your CEo as na answer to a oroblem in a corporation if it ws yoyr responsibillity to solve it? knowing th erestraint in relationship to finance to staff th epositions needed etc?
