For what it's worth, I don't think that you should pay her more than the going rate in Jamaica, several economic reasons that I'm not sure it's worth going into (i.e average cost of living in that country Vs. America or England).

Only salary I remember was from a couple of years ago (2006) and that was about 7000$Ja per week, so perhaps add average inflation, or slightly higher. From what I recall, for someone to have a decent living from their salary, they need to earn at least twice the minimum wage in Ja. so minimum wage is bare minimum.

My brother works in a bank there and earns 12000per a week year ago after 1 year exp.

You are dead right about the sense of entitlement, and it is not doing the general economy there anygood, because people get used to having 'free' money, not developing a sense of how to earn from scratch.

Does your brother live at home? Does he have student loans? and what exactly is he doing at the bank?

Not asking for the answers but I remember a girl I used to work with was getting about 30K per month 2 years ago and by the time tax come out and she pay her fare and buy food she had to get make up to come for the rest of the month. Not saying that the employers can always pay enough to cover all of a persons needs and depending on the position to but the going rate is not always fair.

No, no, not sure. But he was taking home enough to look at buying a new jeep - with deposit from overseas!!

The fact is, they are the going rate in that country, inflation is already running at nearly hyper-levels (think it is near 20%?), that is ridiculus for any economy, because the government can't plan finances from one year to the next.
The amount of money that jamaicans send home is enought to account for a false economy (i.e. one where it's worth is not measured by it's productivity, but by it's non-productivity.
