Report on Union of T&T/ OECS published

The report of a task force on the proposed union of Trinidad and Tobago and the Organization of Eastern Caribbean States (OECS) has now been published.
The panel headed by former St. Lucia Prime Minister Vaughn Lewis says the economic union should start in two years with a gradual move towards a political union.
The report advocates that the OECS and Trinidad and Tobago establish a single economy between themselves in the form of the Treaty of Union.
The document says the treaty can then be revised to accommodate the requirements of further economic integration and political union.
This first union will have as its major elements a Union Council of States and will comprise the heads of Government of each state of the union.
There will also be a Council of Ministers comprising one Minister from each state.
In addition, the report recommends a Union Commission as a way of having a technical arm with each state providing a commissioner.
As a legislative body, there will be a House of Assembly with members drawn from Governments and Opposition parties of the Union.
To make judicial decisions, the Caribbean Court of Justice will have compulsory and exclusive jurisdiction.
The executive of the Union will comprise of the Council of States and shall be responsible for the formulation and implementation of policy
