The United States government has sent two of its most senior gay rights advocates to Jamaica.

They arrived yesterday and are expected to leave on Saturday.

The visit includes meetings with government officials, along with leaders in business, academia, civil society and the church.

Its being viewed in some quarters as evidence of the pressure being exerted on Jamaica by the US regarding island’s long-standing buggery law.

But at least one group is objecting to the visit, saying it is an attack on Jamaica’s morals and sovereignty.

Randy Berry is the US State Department’s Special Envoy for the Human Rights of Lesbian, Gay, Bisexual and Transgender, LGBT, persons.

According to the State Department, it’s the first such post ever created by a nation.

Todd Larson is the Senior LGBT Coordinator at the US Agency for International Development, US-AID.

They’re the Obama administration’s two most senior government officials on LGBT rights.

The visit comes on the heels of Barack Obama’s visit to Jamaica in April.

At a much-publicized youth town hall meeting, Obama hailed Angeline Jackson, a young lesbian and LGBT activist.

But for the Jamaica Coalition for a Healthy Society, JCHS, the pressure coming from the United States is unwelcome.

Dr. West says it’s an attack on Jamaica’s sovereignty.

Barack Obama misled Americans for his own political benefit when he claimed in the 2008 election to oppose same sex marriage for religious reasons, his former political strategist David Axelrod writes in a new book, Believer: My Forty Years in Politics.

“I’m just not very good at bull****ting,” Obama told Axelrod, after an event where he stated his opposition to same-sex marriage, according to the book.

Axelrod writes that he knew Obama was in favor of same-sex marriages during the first presidential campaign, even as Obama publicly said he only supported civil unions, not full marriages. Axelrod also admits to counseling Obama to conceal that position for political reasons. “Opposition to gay marriage was particularly strong in the black church, and as he ran for higher office, he grudgingly accepted the counsel of more pragmatic folks like me, and modified his position to support civil unions rather than marriage, which he would term a ‘sacred union,’ ” Axelrod writes.

The insider’s account provides the clearest look yet at Obama’s long-established flip-flop, one of the blemishes on his record as a progressive. The admission of Obama’s embrace of deception also calls into question the President’s stated embrace of a new kind of politics in 2008, when he promised to be unlike other politicians who change their views to match the political winds. “Having prided himself on forthrightness, though, Obama never felt comfortable with his compromise and, no doubt, compromised position,” Axelrod writes. “He routinely stumbled over the question when it came up in debates or interviews.”

As a state senate candidate in 1996, Obama filled out a questionnaire saying “I favor legalizing same-sex marriages, and would fight efforts to prohibit such marriages.” But 12 years later as a candidate for president, Obama told Rick Warren’s Saddleback Church that marriage could only extend to heterosexual couples. “I believe that marriage is the union between a man and a woman,” Obama said at the time. “Now, for me as a Christian — for me — for me as a Christian, it is also a sacred union. God’s in the mix.”

After two years in office, Obama began telling reporters he was “evolving” on the issue, and supported the repeal of the Clinton-era Defense of Marriage Act.

But Obama didn’t publicly support same-sex marriages as president until Vice President Joe Biden got out ahead of him in an interview with Meet the Press, saying he was “absolutely comfortable” with the unions.

In Axelrod’s account, Obama was “fully evolved” more than five months before, telling his aides to find a way for him to speak on the issue, even as campaign manager Jim Messina warned him it could cost the state of North Carolina.

Yet if Obama’s views were “evolving” publicly, they were fully evolved behind closed doors. The president was champing at the bit to announce his support for the right of gay and lesbian couples to wed—and having watched him struggle with this issue for years, I was ready, too.

President Barack Obama is pushing back against an explosive claim made in former adviser David Axelrod’s book: that Obama lied about his true feelings on same-sex marriage for political reasons.

“I think David is mixing up my personal feelings with my position on the issue,” Obama said in an interview with BuzzFeed News published Tuesday.
The president said that while he “always felt” that same-sex couples should be afforded the same legal rights as heterosexual couples, he acknowledged that it was “frustrating to me not to, I think, be able to square that with what were a whole bunch of religious sensitivities out there.”

“The old questionnaire … is an example of struggling with what was a real issue at the time, which is, how do you make sure that people’s rights are enjoyed and these religious sensitivities were taken into account?” the president said.


Obama’s comments follow this week’s release of Axelrod’s book “Believer,” in which the former Obama campaign guru said that the president had “compromised his position” on same-sex marriage for political purposes.

“I’m just not very good at bull****ting,” Axelrod reports Obama telling him after a 2008 campaign event in which the then-candidate discussed his opposition to same-sex marriage. At the time, Obama said he was in favor of civil unions.

“Opposition to gay marriage was particularly strong in the black church, and as he ran for higher office, he grudgingly accepted the counsel of more pragmatic folks like me, and modified his position to support civil unions rather than marriage, which he would term a ‘sacred union,’” Axelrod explains in the book.

Obama shifted his public stance only after Vice President Biden came out in support of same-sex marriage in a May 2012 appearance on NBC’s “Meet the Press.”

“If Obama’s views were ‘evolving’ publicly, they were fully evolved behind closed doors,” Axelrod writes.

In his interview with BuzzFeed News, Obama said it “isn’t quite accurate” to say he was always in favor of same-sex marriage and that he felt that civil unions were “a sufficient way of squaring the circle.” He said the stigma that friends faced changed his mind.

Yes, Obama Was Lying About Opposing Same-Sex Marriage

Even in 2008, Barack Obama sharply divided Democrats and Republicans. It wasn't just a matter of policy disputes; it was a question of whether he was acting in good faith. (Prominent conservatives remain convinced that he hates America.) On one point, though, both liberals and conservatives agreed. Both sides were pretty sure Obama was lying when he said he opposed gay marriage.

Now there's evidence they were right. In his new book, former Obama strategist David Axelrod says candidate Obama took that position in 2008 at the behest of his political advisers. “Opposition to gay marriage was particularly strong in the black church, and as he ran for higher office, he grudgingly accepted the counsel of more pragmatic folks like me, and modified his position to support civil unions rather than marriage, which he would term a ‘sacred union,’” Axelrod wrote, as Time reports.

“I’m just not very good at bull****ting,” Obama told Axelrod after announcing the stand.

There were good reasons to believe Obama was bull****ting, to use his term. In 1996, while running for Illinois state senate, he answered a question from a gay newspaper, saying, "I favor legalizing same-sex marriages, and would fight efforts to prohibit such marriages.” (In a classic political we're-stupid-not-dishonest maneuver, Obama communications director Dan Pfeiffer tried to claim Obama hadn't actually filled out the survey.) While running for reelection two years later, he said he was undecided. By 2006, he was citing his Christian beliefs as a reason for opposing gay marriage but adding that he was willing to consider the idea that his stance was "misguided."

That made political, if not moral, sense in the 2008 Democratic primary, where only fringe candidates Dennis Kucinich and Mike Gravel clearly supported gay marriage. Gallup polling showed that only 40 percent of Americans supported gay marriage. It's tempting to imagine what might have happened if Obama had announced his support earlier, but it still seems likely that he would have been penalized for it politically, perhaps dooming his chances.

So by 2008, Obama's supposed opposition was a fiction, but it was a politically effective one. The press could and did report that Obama had previously felt otherwise, but no one could prove he was lying. Liberals remained convinced that in his heart of hearts, he was lying and would eventually publicly back marriage equality. Conservatives remained convinced that in his heart of hearts, he was lying and was just waiting to announce his backing for marriage equality. (The one group that was unwilling to abide this situation, understandably, was gay activists, who insisted that rights couldn't be a matter of patience and pressured Obama to speak out at every turn.)

Meanwhile, Obama claimed he was "evolving," a rather pernicious torturing of language: Can one evolve back to a position that one held already? (Darwin spins in his grave.) So as president, he announced he opposed the Defense of Marriage Act; then said all Americans deserved to be treated equally; and finally, in May 2012, called Robin Roberts of ABC to the White House for an interview in which he announced that—as everyone had feared or hoped—he backed gay marriage.

That dissembling arguably laid the groundwork for the huge transformation in public opinion on gay marriage over the last seven years. Today, a small but solid majority of the country favors gay marriage. Most citizens live in jurisdictions that allow gay marriage. It's even legal in Alabama, despite the best efforts of some conservative jurists and officials. Public opinion—which can be said to evolve in the way Obama's personal opinion clearly did not—gradually moved toward gay rights. By cloaking his own views, the president didn't polarize the issue, as he has shown he can do quite effectively, until the die was cast. Once he did announce his stand, it seems to have helped bring new supporters with him, particularly black Americans. By fall of 2012, what might have been a fatal liability in the 2008 campaign was one of Obama's top talking points during the 2012 campaign—which successfully won him another four years. It's unthinkable that any future Democratic nominee would oppose gay marriage, and even Republicans are said to be "evolving" on it, realizing the utility of that slick term.

The Supreme Court will hear cases on gay marriage this term. (The Court expanded gay rights in 2013 with United States v. Windsor, but declined to make a more sweeping ruling.) Predicting what the justices will do is dangerous, but it's widely expected that they will rule that gay marriage is a constitutional right. Even Justice Clarence Thomas, a staunch opponent, seems to agree. On Monday, dissenting from the decision not to block marriages in Alabama, Thomas objected that the Court had effectively made its decision. "This acquiescence may well be seen as a signal of the Court’s intended resolution of that question," he wrote. "This is not the proper way to discharge our Article III responsibilities. And, it is indecorous for this Court to pretend that it is." Justice Antonin Scalia, meanwhile, raged in his dissent in Windsor that the Court was effectively paving the way for gay marriage.

Thomas and Scalia seem to have a point: Will the justices really offer a decision that invalidates hundreds or thousands of legally valid marriages? The other justices seem to have learned a lesson from Obama. By holding their cards close to their robes and delaying the imperative to follow their logic to its conclusion, they can let politics catch up. Sometimes, lying does pay.

16 Times The Obama Administration Lied About The President's Position On Same-Sex Marriage


It can now, apparently, be told: During his run for the presidency and his first years in the White House, President Barack Obama deceived the American public about his position on same-sex marriage.

The revelation, underwhelming as it may be to those who followed the debate closely, came in a passage from the president's longtime aide and adviser David Axelrod in his new book, Believer: My Forty Years In Politics. Axelrod admits that Obama personally supported the legalization of marriage equality for same-sex couples but claimed he didn't for political reasons.

[H]e grudgingly accepted the counsel of more pragmatic folks like me, and modified his position to support civil unions rather than marriage, which he would term a "sacred union." He routinely stumbled over the question when it came up in debates or interviews. "I'm just not very good at bull****ting," he said with a sigh after one such awkward exchange.

It had long been assumed that Obama supported gay marriage and hid it for the sake of political expedience. After all, he had signed a questionnaire in 1996 while running for the state senate in Illinois saying he was a proponent. Would it really be possible that he regressed while the rest of the country evolved?

Of course not. And yet, there is something striking about Axelrod's passage, if only because it puts an end to the lengthy series of misdirection, spin and even lies that the administration told for years to avoid revealing Obama's true belief on the matter. Dating back to his Senate run in 2004, Obama and his aides repeatedly insisted that he wasn't yet fully comfortable with marriage for gay couples as a right, even though he clearly was. As the New York Times' Mike Barbaro put it:

Q: Same rights and benefits. What's your response to critics of his policy who say this is exactly separate but equal?

GIBBS: Well, I would point you to the any number of times that he was asked this during the campaign and addressed it.

Q: I don't think he was ever asked is this separate but equal.

GIBBS: No. In fact, it was asked on multiple occasions, and I can pull you something on that. It's the President's belief -- he strongly supports civil unions, and supports ensuring that they have access to the rights and benefits, such as hospital visitation and things like that, that are enjoyed by others.

DAVID AXELROD: "The president does oppose same-sex marriage, but he supports equality for gay and lesbian couples, and benefits and other issues, and that has been effectuated in federal agencies under his control" [MSNBC, Aug. 5, 2010]

OBAMA: "I have been to this point unwilling to sign on to same-sex marriage primarily because of my understandings of the traditional definitions of marriage. ... I also think you’re right that attitudes evolve, including mine. OBAMA: "At this point, what I said is that my baseline is a strong civil union that provides them the protections and the legal rights that married couples have and I think that's the right thing to do. Q: Robert, I want to follow up on the issue of marriage and the President’s 1996 statement. I’ll read it again: “I favor legalizing same-sex marriages and would fight efforts to prohibit such marriages.” Why has the President abandoned this position?

GIBBS: I can simply -- I was not with the President in 1996. I was younger and thinner back then -- same shoe size. I would simply say that I think that throughout the campaign of 2004 and the campaign of 2008, he’s made his position clear on that.

Yet if Obama's views were "evolving" publicly, they were fully evolved behind closed doors. The president was champing at the bit to announce his support for the right of gay and lesbian couples to wed -- and having watched him struggle with this issue for years, I was ready, too. Jim Messina, the campaign manager, was nervous about the impact of such a step. "We've looked at this and it could cost you a couple of battleground states; North Carolina, for one," he said. By year's end, however, Obama was no longer interested in analysis. "I just want you guys to know that if a smart reporter asks me how I would vote on this if I were still in the state legislature, I'm going to tell the truth. I would vote yes."

UPDATE: 2 p.m. -- White House Press Secretary Josh Earnest was asked on Tuesday about Obama withholding his support for same-sex marriage out of political expediency. He didn't deny Axelrod's account.

"What I can tell you is I have not had an opportunity to read all 520 pages of Mr. Axelrod’s book," Earnest said at the daily briefing. "The first-hand account that he provides in the context of the book is not one that I would disagree with or quibble with. He obviously is sharing his views as he remembers them and sometimes his perspective is informed by his up-close, front-row seat to history."

But when pressed specifically why Obama and his advisers had acted so cynically, Earnest sidestepped the question.

"Frankly, I don’t think I have a whole lot more to contribute to that," he said at one point.

"I think the president’s record on these issues speaks to this even better than I possibly could," he said at another.

US LGBT groups want Obama to tackle Jamaica on human rights concerns

The Jamaica Coalition for Healthy Lifestyle (JCHL) says it has taken note of an open letter dated April 3 from various organisations in the United States and posted on FreedomHouse.org, urging President Barack Obama to raise concerns about the abuse of rights of the Lesbian, Bisexual, Gay and Transgender (LGBT) community in Jamaica with Prime Minister Portia Simpson Miller and other Caribbean heads of state when they meet in the island on Thursday.

The letter, signed by organisations such as Advocates for Youth, the Council for Global Equality and the Global Justice Institute, urged Obama to also meet with civil society leaders and members of the LGBT community during his visit to Jamaica.

The groups pointed to ongoing threats against the LGBT community in Jamaica, citing the withdrawal of a recent challenge to the buggery law after the life of the plaintiff, Javed Jaghai, and his family was threatened.

The letter also references reports by the gay lobby group, the Jamaican Forum for the Lesbians, All-sexuals and Gays (J-FLAG) of about 231 cases of violence or discrimination against homosexuals and transgender people, between 2009 and 2012.

However, in response, the JCHL said the rights of the LGBT community "are not established in international law".

In addition, the organisation chaired by Dr Wayne West, said it took note of the US State Department's recent appointment of a special envoy to advocate globally for the "sexual rights" of LGBT persons. It said Jamaica and other CARICOM nations have been named as countries to be targeted for the repeal of their buggery laws.

Referencing Bill Johnson polls published by The Gleaner last September, the JCHS said LGBT rights are not supported by most Jamaicans. The organisation also pointed to two mass rallies held in Montego Bay and Kingston last year, which the JCHS as evidence of Jamaicans' stance against homosexuality.

"Additionally, 140 organisations from 11 CARICOM territories representing hundreds of thousands of Caribbean nationals rejected attempts to change our laws through the PANCAP Declaration (June 2014). The CARICOM Heads then agreed to defer discussions on this Declaration pending further national consultation," the JCHS stated in a letter.

The group said it denounces violence against anyone, including members of the LGBT community, but that a clear distinction has to be made between discrimination against people and discrimination against behaviours, which it says are high risk for HIV/AIDS and other sexually transmitted diseases.

JCHS said it was "horrified at the human rights abuses suffered by countless ordinary Americans," who it claims, "have had their freedoms of conscience, speech, religious liberty and parental rights crushed all in the name of LGBT 'rights'".

Pointing to statistics showing the high prevalence of HIV/AIDS transmission among men who have sex with men, it praised Simpson Miller for her recent response to heckling by gay lobbyists on a trip to New York.

Simpson Miller was rebuked by protesters last week for not doing enough to follow on promises to put the issue concerning the repeal of the buggery law to a conscience vote in Parliament. Simpson Miller had made the promise ahead of the 2011 general elections.

A group of young persons today staged a peaceful demonstration in protest of a visit of two US gay rights envoys to the island.

The protesters belong to the Love March Movement, a youth Christian organization which advocates for sexual purity and the family.

The United States Special Envoy for the Human Rights of Lesbian, Gay, Bi-sexual and Transgender (LGBT) Persons, Randy Berry, arrived on the island yesterday.

He is joined by United States Agency for International Department (USAID) Senior LGBT Coordinator Todd Larson.

During the three-day visit, Berry and Larson will meet with Government representatives, in addition to representatives from religious, business, academic, and civil society organisations to “discuss the human rights of LGBT persons and other marginalised groups.

About 20 members gathered silently outside the Emancipation Park in New Kingston bearing placards which read ‘No to US buggery export’.

Speaking with The Gleaner/ Power 106 News team, President of the movement, Daniel Thomas said it is offensive that the US would send envoys to lobby on behalf of the gay agenda.

Thomas, whose movement has a petition against repealing the buggery law signed by over 40,000 persons, says the country has already taken a stance on the matter.
