Human rights watch group Amnesty International Tuesday welcomed initiatives by the Jamaican Government to tackle the country's public security crisis.

In contrast to damning reports last year, Amnesty has commended the government for new reform initiatives.

The organization's assessment is part of a 32-page report released Tuesday, that evaluates the Government's plans to tackle deep-rooted violence, serious human rights violations and impunity.

Despite its optimism, Amnesty lamented that in the first five months of 2009 alone, police killings increased by 58%.

The Americas Deputy Director at Amnesty International, Kerrie Howard, warned that the outlook for Jamaica is still grim with alarming rates of killings and almost no convictions of state agents accused of serious human rights violations,

Still, Amnesty says it is optimistic that there are finally initiatives that might lead to real change.

Amongst the government initiatives that found favour with the body, are projects to reform the Jamaican Constabulary Force, the modernization of the justice system and the elaboration of a community safety and security policy to tackle some of the issues behind the high levels of violence in the country.

In April 2008, Amnesty International published a report on the long-standing situation of poverty, exclusion and violence which led to a public security crisis in Jamaica's inner-cities.
