The bar owners business is to <span style="font-weight: bold">serve</span> alcohol.
The package store's business is to <span style="font-weight: bold">dispense</span> it, while the hotel doe not deal in drugs.
So how is the serving and dispensing, one and the same? and how does <span style="font-weight: bold">not trading in a good</span> make a company responsible for others that indulge in it?

That law is not unique to your jurisdiction.
It is similar to the laws in my neck of the woods.
They still do not hold hotels responsible for drug acts in their rooms.
