Did not see his presentation but from his explanation I will disagree with his solution. I think the only role the GOJ should play is to keep order and enforce the laws. The reason why large sections of Chitty-Killsome and St. Andrew has fallen into disrepute is Politics, Politics, Politics and accompanying refusal of various Governments to enforce order and follow the Laws of Jamaica and Ordinances of the KSAC.
Use the laws on the books to tackle the problem and Postal Codes that have fallen into disrepute will renew themselves. There are already a kind of gated communities model that these areas follow albeit one based on the Colour of Party Shirts and/or Gang Fashion. Warehousing these problems by building a fence around it, putting up four walls, painting it neutral and raising the entrance fee will not solve a thing..... See Port-Of-More Blues....AKA Sunshine Citty!

You are aware of the new proposal for University hospital. Yet the development cant take place because of the illegal settlements around it. and PJoke as you called him highlioghted this twenty years ago and did nothing...
The first time that i proposed that let Kingston die i was told that this wont happen as there is too many rotten boroughs or garrisons in Kingston. But i have now heard serious journalists in Jamaica bring up the number of initiatves that have been deployed in the sink communities in Kingston that basically disappear without a trace. One wonders if the same amount of treasure was invested in Rural areas if there would be a better return ?
The idea that i have would let the unsustainable parts of Kingston. Invest outside Kingston and this will stop the internal migration from the country to the urban centers. This will lower the pressure of population movements into Kingston. Eventually and over a couple generations kingston would depopulate... At the moment the infra structure in Kingston cannot hold..
what Chuck said was poltical suicide but it hides a truth... Kingston is a drain and it is not sustainable. What he proposes is gate communities in area of poverty... Where is Chuck constituency ? Bear in mind i know less about the Geography of Kingston than i know of Spain!!!!!
I think the Garrisons have to go before there can be any meaniful development of Kingston... and Garrisons wont go till they are starved of resources..... Look there is indications thhat there is a higher occurance of water and electricity stealing in Garrisons... Yet couple years back there was an area in Rural St Elizabeth that a significant portion of the population never received a water bill despite being connected to the water network legally.. what was the waters authorties aproach simply lock off water to the region...

But more to point. The Garrison is not only physical Postal Codes in Jamaica. The Garrison exists and is deeply integrated in the minds of many Jamaicans, even Jamaicans who have never set foot in a Garrison, much more Jamaica. This discussion board was a prime example in the years past.
