1. Its a Woman's Right to her body and an expression of her freedom to have an Abortion but lock her up if she bares her breasts....that's some Moral Dissonance.

2. All this while the "naked cowboy"sells photo of himself in his underwear in the middle of Broadway.

3. Men and boys go topless in public and no one is calling for their - Arrest.

So I whole heartedly support the GO TOPLESS Movement - free your breast free your mind

As noted above it is legal to go topless......since the mother is not engage in any form of criminal activity or sex work or sweat shop type of work. I thing it is okay for a parent to employ her child in this type of Artistic bonding activity.
Bottom line is I do not see any abuse, the spirit of the child labour laws is to prevent Child Abuse.....if you can show abuse, then yes the mother should be reported to Child Protective Services.

Child Labour Laws does not only cover Sweat Shop type work. In a town such as New York I would be surprised if most so-called Street Performers does not already belong to a Union.
In any case the Child was used in her art.....err half-nekked performance and in my opinion the Mother should be penalized.

TRUE......but they make exception or provide exemptions for Child working for and/or with Parent and Child Artistic Performance..
I do not see where she has harmed the child, so I do not agree that she should be penalized.

Many Children are portrayed half naked and worse in many movies, working for hours on end, taken out of their appropriate social environment - school and thrust in a closed environment with adults. A situation that usually leaves them maladjusted for the real adult world and suffering from a lost childhood.....bordering on exploitative

To me the woman created a great bonding opportunity in a socially open and interactive space for them and it maybe fostering creativity in the child not to mention work ethic....now if you can show exploitation or abuse then I may change my tune.
