Can someone whose parent is a citizen adjust their status to permanent residence within the states, if their petition is filed after April 1, 2001?

The case has been approved by the CIS, and they've heard from the National Visa Center.

Did the applicant file all of their paper work concurrently?

What status did the applicant enter the country with?

How old is the applicant?

Under 21?

Over 16?

The I130 was filed first, got approved and then processed by National Visa Center. The Applicant who is now in their early 30's entered the country legally as a visitor.
