Ganja is becoming decriminalized and even legalized in many countries, and states in the US. I would legalize it. I would encourage visitors from around the world to bring their best to Jamaica. I would encourage investment in green houses and research into making the worlds best.
I would spend money on promoting other farm products for export. Jamaica has so many incredible things growing from Akee to Sweetsop. Calabash, bamboo, callaloo. Bali makes 90% of the worlds bamboo wind chimes. Did you ever see wind chimes in a Jamaican market? Jamaica should rule the bamboo market.
I would spend money on developing ways of capturing and storing rain water.
I would spend money on family planning, parenting classes, pre schools, day care, and micro loans to women.

Don't forget "public funding for subsidising "solar energy" panels so people can cut their JPS bills!
Honestly, Forty Legz, I wish it could all be so easy and "positive" to solve all of Jamaica's problems....but it seems to have gone too far....
I love all your suggestions & would be the first one to back them, but then, where is the money going to come from?....too much is already gone into deep pockets, mi tink!
I would love to think that all of the above would be beneficial, & I'm sure they would, but FIRST I think some drastic measures have to be taken to combat the rising crime rate & stranglehold of the gangs on certain segments of the population, and believe me, it isn't all that far from me anymore!
