Major General Stewart Saunders (right)The Jamaica Defense Force (JDF), Chief of Defense Staff, Major General Stewart Saunders says he believes there is much benefit to be derived in the JDF being given greater operational powers in policing geographical hot spots.
Speaking with members of the RJR News Team Friday, Major General Saunders in the same breath says he will not support any merger between itself and the Jamaica Constabulary Force, JCF as part of the government's crime fighting strategy.
Major General Saunders says currently the JDF's main task is to assist members of the police force with crime related operations.
He says rather than a merger of the two branches, there should be a change of legislation allowing the military to take control over an area where the police is having difficulty controlling.
"As far as our laws are concerned the police have primacy in that area. I do however believe the areas that the police cannot effectively police, then those are the areas the military can be deployed into given the necessary legislative powers to deal with those issues and here we are talking about basically to search, detain and hand over to the police at the earliest possible opportunity," he said.
Major General Saunders stressed that this was especially important given how frequently military personnel are in close proximity to a crime scene but were bound by law not to intervene without a member of the police force being present.
The suggestion that the military and the police force merge to form a para-military force to combat the escalating crime wave has recently re-emerged in public opinion.
However, Major General Saunders this afternoon stressed that the two branches are separate entities and should remain that way.
"I have never supported an amalgamated force. The military and the police are two different entities, two different ethos and two different requirements where the public is concerned. Policing is policing, being a soldier, being a military entity is a totally different one and what do you do when that amalgamated force that you speak of fails," he said.
