You have decided, yet provided zero proof that 25% of Jamaicans do not go to vote in Elections because of fear? You have recommended Absentee Ballots as the solution. Why would you think acquiring then casting an Absentee Ballot would protect the Voter and/or the Ballot from violent acts?
From my experience voter apathy in Jamaica is a complex mix of fear, Government that does not seem to work, Religion.
Some Christians have refused to take part in the Political process due to their religion. Some Rastas likewise. There are folks living in some garrisons who are of different persuasion who are fearful. Then there are others who have been brought up in a culture where voting is just too much trouble that does not do anything for them anyway.
Jamaica Elections have become less violent than they ever was, yet participation at the Ballot box have been steadily falling, over all Election cycles since 1980, no matter the stakes. I can't see the Magical Absentee Ballot as a solution!

In case you do not know, (which seems to be the case) casting an absentee ballot is just like voting anonymously. You can do it without anyone knowing. There are multiple reasons why people don’t vote but making it easier and more convenient always helps. This for one would go a long way in eliminating the intimidation factor so prevalent in the Jamaican voting system. Even if you are not aware, it is still the case that absentee ballot voting is used all over the world and is proven to have increased voter turnout worldwide. Jamaica being a third world country is always behind, but hopefully eventually these advances in the electoral process will get there. And this is by no means any kind of solution to all the problems which are too numerous, but it is a step in the right direction.

There is nothing to prove not disprove. You have not provided a shred of evidence to say this is a fact. So Zero Evidence require Zero need to prove Zero exists.
For those who cannot access polling stations for whatever reason (infirmed, fear etc.) this might can work.

So much so that Comrade Roger Clarke is known to have bragged that every Jamaican own at least two cellular phones and is at liberty to take one out of his/her back pocket call the other one and say, "hello hello"!

The “underlying mechanics” to implement absentee ballots the way it is outlined is comprised of a lot more communications infrastructure than just internet access and a couple of cell phones. That’s just like saying the underlying mechanics to build a skyscraper is just some ground to stand on. You are refuting things which you clearly know nothing about.
