Google is either passing off it as a genuine search engine or a farce to be manipulated by whoever will.
A search engine's primary goal should be accuracy.
It is Not about indexing.

if other means is nessary to support it,that is the responsibillity of the search engine owners use them to maintain accuracy inthe results..
If one is searching for Mrs Obama, and The picture of the President of russia comes up as the result.
Or if every search returned obviously erroneous result, the search engine would have lost it's ability to function as a search engine.
It should be obvious that that result is as erroneous the much as if it was a fraudulent site.
Fraud is fraud.
It does not matter if the site is genuinely owned by the fraudster,or if the site was stolen by the fraudster.
