That is correct.

I never suggested that the government arm all citizens.

That would have been a militia.

As a matter of fact Jamaica does not need a militia.

Since militias by their nature use military tactics.

and military tactics, creates more difficulty ti the mechanics of keeping the peace than it solves.

The US created the militia for the purpose of defending the country from future British invasion.
It was never created as a police subsidiary. Jamaica does not need a militia.
this program that the security minister is porpoising is a paramilitary force. It cannot prevent crimes.
it can only use brute force to get rid of people, hoping that in the process they get the criminal.
The problem with that strategy is that it creates a lot more enemies of the paramilitary than it solve. .
A properly secured citizenry is the best deterrent..
It A paramilitary unit is not a deterrent.
since it can't be all places at all times. So it will attempt to secure the people who they deem worth being secured. The same old same old. Nothing has changed. and the criminals will still be able to get their hits, just as the gorilla force is always able to get the standing force.
It is all about being able to hide until they make the hit. They can't stop people from coming into contact with people. And that is the weakness.
