Sweets they need to go to http://www.fbi.gov/hq/cjisd/fprequest.htm

Print off the forms
go to police people down town get the prints done
mail it all off send by courier put a cover note to say what date it required by nothing wrong with exaggerating the urgency. Courier because it is the only way they will give you any info if you call.
pay the 18 by bank draft

they mail it back within a few weeks
