Yes, it is following a rainstorm.
The North South link is not the only place in Jamaica causing silt to flow into the sea – this is a widespread problem. A healthy river does NOT cause a problem for the marine environment. A healthy river would not have a lot of sediment normally, because forest and vegetation around its banks would be intact and there would not be a lot of soil erosion. A healthy river does bring down sediment in storm conditions, and this has various functions, such as building beaches and creating estuaries. Sediment loads in rivers become a problem for the marine environment when the forest and vegetation is removed and/or when drains lead into rivers and/or when they are chanellized (we call this river training), and they then become over silted. We have got used to our rivers being heavily silted, but it is not normal, and it is not healthy.
