its possibly very safe to bet that the FAA should perform audits on all international airports, you'll find that the few missing lights at KIN is nothing compared to other "violations" or deficiencies that would be found at other international airports, including US and Canadian ones.
no light = exercise extreme caution.. simple.
Try speeding thru an intersection where the traffic lights are out, crash your car into the back the car driving ahead of you, THEN tell the cops that the accident is a result of the traffic lights being out...
