SAN JOSE, CALIF. — A judge turned down a motorist's argument that his dog should count in a car pool because the animal watched for cars and warned his master, whose eyesight is fading. Sherman Hill of San Francisco argued that Queenie was in training as a ''seeing-eye driver'' and was learning to bark at the sight of cars. But San Jose Municipal Judge John Pasco said Queenie doesn't count as a rider. Vehicles with two riders may use car pool lanes in Santa Clara County. Pasco fined Hill $115 for driving solo in the commuter lane.
