A 5.1 magnitude earthquake struck off the Caribbean island of Guadeloupe Sunday at a depth of 42.2 miles or 67.9 kilometres.

The quake struck at 5:43 p.m. at a distance of 21 miles or 34 kilometre east-north-east of Grand-Bourg, Guadeloupe.

There were no immediate reports of damage and no tsunami warning.

The island's emergency services centre said no calls for assistance were made.

Dominica is reporting that several tremors were felt in the country Sunday, as a result of an earthquake which shook parts of the Leeward Islands and the French Islands of Guadeloupe and Martinique.

Acting Disaster Preparedness Co-ordinator Don Coriet says there are ongoing efforts to prepare the Dominican public for large scale natural disasters including volcanic and seismic events.

"We need to stress that we are in the mode of sharing information and urging persons to prepare their emergency plans and we are assisting in that regard. We have scheduled a series of town hall meetings to educate persons on the hazards that we face," Mr. Coriet said.

Canada Prime Minister Stephen Harper.Canadian Prime Minister Stephen Harper says it will take at least 10 years to rebuild Haiti after this month's devastating earthquake. <span style="font-weight: bold">Mr. Harper is hosting talks in Montreal on reconstructing the nation.</span>

The Montreal meeting was called to assess the relief effort and to pave the way for further reconstruction.

The conference began with a moment of silence for the victims of Haiti's devastating earthquake.

In his opening remarks the Haitian Prime Minister Stephen Harper said one of the main challenges for rebuilding the shattered country is harmonizing all the international efforts in Haiti.

He also called for any future plans to be accountable and sustainable.

<span style="font-weight: bold">Haiti's Prime Minister Jean-Max Bellerive </span>reminded delegates of some of the things his country needs now including 200,000 beds and healthcare for at least 400,000 people.

In ten years Haiti will owe billions, and the people's situation will be what they do for themselves.
There is no intention on the part of the developed world to ever assist Haiti in getting beyond the poorest country in the Western Hemisphere.
Unless it is by getting another country below their economic position.
