I found portland cottage and that is not them, they are more closer to lionel town.

Tanya, I guess your GUESS is as good as any. (no pun intended) In the past, I've been down in the area south and west of Lionel Town and towards Rocky Point and therefore have no idea. It really looks like a cleared site where some activities were taking place or are happening.

...and the dark lines are roads and each little box represents a house. The circles at the ends of the roads are cul-de-sac roundabouts. It is not a Mayan signal or a space docking station under construction or the skeleton of a giant centipede. I am told that the Govt. ordered the abandonment of the project because the area is prone to disaster. Use Google Earth and you can see it better.

It's the USAID funded Portland Cottage Reconstruction Scheme

See page 16-18 of that document.
Since the Google Earth image is from Oct. 2006, this would be just before the people moved into the scheme.
