Bin Laden is dead. But the CIA/Pentagon/Admin knows he's more scary for us if we think he's still alive. So they put a bounty on his head and pretend they can't find him.

That aside, satellite and spy camera technology exists that can clearly pick out men building spliffs in Kingston and men hanging around mountainous areas in Helmand Province.

satellites can not identify any person since all they van see is the top of heads, and shoulders.

from that vantage point. they will identify cars, but not the occupants, nor teh plates .

The satellite doesn't have to be directly overhead. You can shoot images from an angle.
