Mark Shields, Former Deputy Commissioner of Police and Security Consultant, is concerned about what he says is a worrying trend of Police Commissioners demitting office early.
Mr. Shields says in the last ten years the country has had four Commissioners. Lucius Thomas, Rear Admiral Hardley Lewin, Owen Ellington and Dr. Carl Williams all resigned.
"I think it just reflects on the fact that it is a job with immense pressure, where the expectations of the public are always to get the murder rate down - which I find to be a very narrow statistic. Of course murder is important, but we need to look at the wider police service and how it performs," asserted Mr. Shields.
The former deputy commissioner says he is in disagreement with those who equate the success of a commissioner with the murder rate.
"I don't agree with the commissioner not being successful because we cannot afford to individualise failure or success and just surround it with the murder rate. The fact is that other crimes are dropping and it's far more important that we look at the bigger picture and the overall performance," he declared.
He said Dr. Williams has done an excellent job given the available resources and challenges faced fighting crime in Jamaica.
He commended Dr. Williams for succeeding in tackling internal corruption, reducing police fatal shootings by working closely with INDECOM, and showing visible leadership.
