The rocks there now were placed not as a barrier from the ourside sea, but to raise the road the said 8ft.
However NWA ran out of money, or was it government change, can't remember what stalled that plan.
You raise an interesting point with the culverts. I don't think it's meant to clean itself out in that was naturally.
In a storm surge during a hurricane that may cause some flooding. But I'm sure it's a point that needs to be raised with the architect
in consultation with NEPA.
