The rocks there now were placed not as a barrier from the ourside sea, but to raise the road the said 8ft.
However NWA ran out of money, or was it government change, can't remember what stalled that plan.

You raise an interesting point with the culverts. I don't think it's meant to clean itself out in that was naturally.
In a storm surge during a hurricane that may cause some flooding. But I'm sure it's a point that needs to be raised with the architect
in consultation with NEPA.

Some places in Portmore amd Harbour View are probably gonna get flooded anyway ..
but seawalls and proper marshland will help alleviate that problem.

oh ..
and those culverts are not only to help Kingston Harbour ..
it will help relieve the strain Palisadoes undergoes during Hurricane season ..
instead of water over the road and &quot;washouts&quot; ..
we have water under the road into Kingston Harbour ..

the chinese construction workers will be in full force, and there will be Jamaicans as well (at least thats how they doing it here-Bahamians are on the jobsite of the chinese-construction of the stadium) of course, Bahamians, also dont want chinese workers as to be expected especially in the global financial downturn..

We are poor and can't afford the development cost because the west decide That it be so.
The Chinese have no such policy.
They are not fools.
They realize That for their population to be brought up to middle-class they have to have markets to trade with.

They also realize that unless the economies of the third world is developed they will not be able to do so.
They know that it is only a matter of time before the west decide to put a stop, or try to do so to their economic growth.

They need us as much as we need them.
On the other hand the west hate to see them undoing their policy of keeping us poor And broke.
Since with the west's policy is to keep us barefoot and broke enough to all's them to offer us peppercorns
our produce which they use to prop up their economy.

About the racism argument.
I know that the current economic system is racially driven.
