It could be done to discourage a large turn out girl the May Day rally planned for all major cities on May first too.

It was not a bomb, just enough to create terror.

the immigration rallies took place earler in the day in queens, manhattan and staten island

this incident happened at 6.30 pm in the evening long after the protestors had left and nowhere near the rally site
