If they did the regime in Libya will owe them. It is part of Libyan culture to have obligation, but also to do bizness with to the letter of the agreement... Note that the Shukri Gramn the head of the Libyan NOC made the first comment of support to BP. BP has big investments in Libya.. However they owe less than 15% of the project with the NOC owing the rest. Libyans will take advantage of this....

Shukri is a legend in oil circles, in the order of Sheik Yemani... He has been oil mininster, Prime Minister, finance minister, head of the NOC in Libya...

I think he wants a peice of BP... As I said last week on here the leak in the gulf has a few more legs.. It looks like there is a seabed leak which means that they fractured the formation and their is a flow path to the sea bed..
