That is not how I read it,it says the problems start at school,....yes there is a problem with the criminal justice system,it has been accepted on all levels that it is institutionally racist,and that start at the police level.
As far as I know education is open to all in the uk,I dont see how it can be skewed one way or the other against a particular race,at higher education level some class of people are excluded as a result of lack of money,that includes all races.
In my opinion the problem not only starts in school,it starts in the home,there is a massive number of black men who are being raised by a lone parent,they grow up lacking a role model in the home,some fall to peer group pressure,and end up on the wrong side of the tracks.
I think as black people we should start taking a hard look at ourselves,black men need to start taking care of their responsibilities,we need to stop blaming the system,if we as black men dont put in our share of the work then dont expect white society to do the job for us when things go wrong.

it is true that personal actions must be held accountable...but it is also true that it is
hard to be in the home when you are locked up or unemployable due to a police record...
the system disproportionately & many times unjustly targeting black men for criminilization is only adding to the problem of the absence of the black man in the family...that is the media sound byte myth that the biggest problem for black people is single-parent homes
