In the USA crime is highest in the inner cities Where the police are at their most brutal.

Sorry if I misinterpreted you but my point is and was that Cuba has a very low crime rate because people there are guaranteed the things in life that people must have for them to not need to resort to crime.
They know that their kids will not go hungry, will not grow up illiterate,. They don't have to worry about losing their home or not being able to afford the rent. If they or a family member get sick, they get the care they need without worrying about how they are going to pay for that care. And on and on.

In Jamaica as in other poor countries with a capitalist economy, poverty and deprivation create desperate and corrupt conditions that lead to a violent society that worsens as the economic conditions deteriorate.

Cubans certainly have the opportunity to commit crimes and some do. They do have people in prison for ordinary crimes and crimes peculiar to Cuba's socialist system but the Cuban crime rate is lower than any other country in the hemisphere because the people there do not have the mindset nor the reasons to commit the crimes that are so popular in Jamaica and elsewhere,

It is a kinder and gentler society purely because it is a society that shares its problems with the greater community to solve them.

They work together as brothers and sisters.
Jamaicans for all their religiosity, do not.

Could police anywhere in the world successfully fight the beast we have in Jamaica.

IMH(naive)O the focus should be on prevention.. putting in social infastructure that gives people the ability to support themselves.
Plant seeds of hope in the youths.
Prevent the youths from taking up the gun in the firts place by providing solid practical accessible usefull vocation programs.. study/work programs.. apprentiships.. mentorships..

Instead on curing crime, how bout focus on prevention of crime?
an ounce of prevention...
guess its too simplistic..

Then again, is there a real desire for change? Seems this situation provides invaluable benefit to the few who line their pockets with the flesh of the poor and disillusioned..

Dis is no excuse fi crime, but if yuh tink back ah bit; Mi kno yuh memba many many many young people goh school, wuk hard, get all dem high achievement papers, com outa school an cyan get employed caa dem noh kno di right people, drop di right names or have di right skin color.

Simply put, in a poor country like Jamaica which operates under a capitalist economy, there simply is not enough money available to the government for it to finance infrastructure and human development projects.

There is barely enough money to finance the limited schools, medical care, police and other essential services.

In addition, at least in the past, when Jamaica borrowed money from the IMF or Wortld Bank those institutions condition those loans on Jamaica cutting back on social spending and increasing moneys spent to build industry, to increase revenues.

Jamaica has always ben a poor debtor nation and so in its long history it has always been forced to neglect the needs of the people because that is what the capitalist economic powers of the world have demanded.

What it all boils down to is that we have an economic system that stresses accumulation of wealth rather than human needs and human development.
Money is more important than people in our societies because that's the way the people who run the countries and who have the money and power want it.

You can elect new people to government who seem honest and who are all for helping the poor and the working people to replace those who are corrupt but those new people very soon are forced into the same old business and corruption as usual and nothing changes.
Of course, very few honest people who are interested in really changing things do not fit into the JLP-PNP-Democrat-Republican parties and like Kucinich and a very few other too-liberal members of the Democrat Party are shuffled off to the side in any elections. Anybody truly revolutionary would not only NOT choose to be a member of those corrupt groups but would certainly never get NOMINATED by their fellow party members.

Between the economic system that works for the rich and powerful and the corrupt multi-party electoral system that supports the economic set-up, change for the better in the lives of the poor and working people will be slight or non-existent.

Since I am a dedicated democratic socialist, I know that economic and electoral democracy will inevitably become worldwide and so the decline and fall of capitalism doesn't fret me but rather encourages me .

What is a problem is the increasing wretchedness of the human condition as capitalism inexorably slides toward massive and systemic failure all over the planet.

Things will get a lot worse before they get better. But..as Phil Ochs wrote:

Doc seems to be saying that it's all the fault of the British for teaching the Jamaicans how to run a corrupt and inefficient government and not the fault of Jamaicans themselves for the past 50 years.

It is not the government but rather the way wealth is distributed that prevents Jamaicans from achieving economic and social progress. It's the economy.
It's capitalism.
When you have a huge spread in wealth with a very small minority having 80% of the wealth of a country and the rest 20%, there can be no economic progress for the poorer Jamaicans.
Big money owns the government.
Sure migrate to a richer CAPITALIST country and you get to be on the bottom rungs of the economic ladder there as well only there is more money available at the lower levels than there is in a poor country like Jamaica. so migrants will do better than at home.

Poverty often creates brutal societies. Brutality often under an ever thinning veneer of civilization.
