The answer is the Reverend Al Sharpton.................just joking.

The real answer is Abraham Lincoln and he said this in a speech in his 1858 run for the Illinois senate seat in Congress.

Which I guess that goes to show that you never know what a politician will say to get elected and that quite a few of them turn out to be BETTER than what might be hoped for.

It just sounds so Lincoln; I don't know why black people hold him in such esteem. The Civil War WASN'T about freeing the slaves; it was about the industrialised north wanting to take control of the agricultural south and the western regions.

I've never understood why he is so lionized by the African American community.

Consider the 'Three Strikes You're Out' provision of his signature 1994 Crime Bill, for example, a piece of legislation that placed more Black men behind bars than at any other time in the history of the US. Or ask Haitians about his revision of the 1966 Cuban Adjustment Act known as the “wet foot, dry foot” policy, a revision that sent untold numbers of Haitians to their graves while Cubans were welcomed with open arms, warm blankets, food and a bed to sleep in.

i always though the 3 strikes provision was a state based thing. did Clinton's 1994 law open the door to states enacting this ?

It was a <span style="font-style: italic">national </span>crime bill that included a habitual offender provision. Many states already had these on the books. Clinton just added the provision to the federal system in 1994. In the case of the feds, you would get a mandatory 25yrs to life for any felony, almost certainly without parole.

Here are some of the changes Clinton pushed through:

The addition of federal &quot;Three Strikes&quot; type of sentencing enhancement provisions, where an individual's first &quot;two strikes&quot; can be state convictions, and only the third has to be a federal offense. An individual in this circumstance who is convicted of a federal crime could spend life in federal prison without parole.

Creation of more than 70 new offenses as federal crimes. For example, allowing the U.S. Attorney to try individuals who are accused of &quot;drive-by&quot; shootings or carjacking in federal court. Such actions taken at the federal level could reduce the workload of the state's courts.

Federal death penalty enhancements such as, federal death penalties for carjacking, would allow for some individuals currently tried by the state to be tried at the federal level because the punishment is much more severe.

Could the answer be that when you have nothing and you are given something (no matter how small or even given grudgingly) you have some appreciation? When you are hungry just about anything tastes good.

They are also missing the forest for the trees X man.

The point is that with the massive size of the federal penal system and since the passage of this bill, Black men have been incarcerated in unprecedented numbers and at a rate that has spawned an entire industry to deal with the overflow – private prisons.

I agree totally with what you said here.
I have heard it said that putting millions of young black men in prison is a way of dealing with the severe unemployment figures amongst blacks who cannot get jobs due to poor educations and other social factors which stem from poverty which is caused by the historic and ONGOING racism in the general white population.
Higher penalties for crack possession that is more commonly found in the poorer black urban areas than the penalties for the powdered product used by the wealthier and whiter drug users/dealers is just one way they do this.
The &quot;three strike&quot; laws are another .

Lincoln was a product of his time. His thinking reflects those times.
That he did issue the Emancipation Proclamation is a plus for him whatever his true feelings or intentions.

This a much better scenario than the present one in which great things were expected of the first black president and he (so far) has turned out to be just one more in the line of presidents who continue the status quo.

I knew Abe Lincoln and President Obama , you're no Abe Lincoln.
