Afghanistan is a corrupt and primitive capitalist society. The U.S "aid" money is largely cash bribes to political and tribal leaders. That money stays at the top of the power heap and does not trickle down to the poor.

Afghanistan is no different from any other corrupt capitalist country in that respect.
