Technically he failed to honour his contract,however,as he was paying to do a job that he was unable to fullfill then the payee should have at least have refunded part of the money.

I very much doubt if the police has ever dealt with such a case,or had the authority to ask the woman to refund,the hapless fellow have a strong civil case though should he wish to pursue the matter.

I suggest next time he chokes the chicken,cost him nothing, and if it doesnt rise he has no one to blame except maybe his right hand.
